Water-wheels, or water-power, as a mechanical subject, is apparently quite disconnected with shop manipulation, but will serve as an example for conveying general ideas of force and motion, and, on these grounds, will warrant a more extended notice than the seeming connection with the general subject calls for.

In this relative calm the population felt somewhat relieved, and ventured again into the streets. Outdoors on the "stoeps" of the houses men sat on their haunches smoking their pipe and playing a game of piquet. Most of them were vigorous fellows, miners, who did not mind any amount of work, but now came slowly under the demoralising influence of idleness. In such sciences as rest in any degree upon physical experiment, like chemistry, to experiment without some definite object may be a proper kind of research, and may in the future, as it has in the past, lead to great and useful results; but in mechanics the case is different; the demonstration of the conservation of force, and the relation between force and heat, have supplied the last link in a chain of principles which may be said to comprehend all that we are called upon to deal with in dynamical science, and there remains but little hope of developing anything new or useful by discovery alone. The time has been, and has not yet passed away, when even the most unskilled thought their ability to invent improvements in machinery equal with that of an engineer or skilled mechanic; but this is now changed; new schemes are weighed and tested by scientific standards, in many cases as reliable as actual experiments. A veil of mystery which ignorance of the physical sciences had in former times thrown around the mechanic arts, has been cleared away; chance discovery, or mechanical superstition, if the term may be allowed, has nearly disappeared. Many modern engineers regard their improvements in machinery as the exercise of their profession only, and hesitate about asking for protective grants to secure an exclusive use of that which another person might and often does demonstrate, as often as circumstances call for such improvement. There are of course new articles of manufacture to be discovered, and many improvements in machinery which may be proper subject matter for patent rights; improvements which in all chance would not be made for the term of a patent, except by the inventor; but such cases are rare; and it is fair to assume that unless an invention is one which could not have been regularly deduced from existing data, and one that would not in all probability have been made for a long term of years by any other person than the inventor, such an invention cannot in fairness become the property of an individual without infringing the rights of others.

Before those on the Naamsche Vest found out their mistake, the shooting was going on in the144 greater part of the town, and the excited men, who at first had been shooting at each other, soon joined the rest. Some wounded troopers were taken to one of the convents on the Vest, but a couple of hours later they were suddenly fetched away again.

It was from the initiative of Socrates that logic received this direction. By insisting on the supreme importance of definition, he drew away attention from the propositions which add to our knowledge, and concentrated it on those which only fix with precision the meaning of words. Yet, in so doing he was influenced quite as much by the spirit of the older physical philosophy, which he denounced, as by the necessities of the new humanistic culture, which he helped to introduce. His definitions were, in truth, the reproduction, on a very minute scale, of those attempts to formulate the whole universe which busied the earliest Ionian speculation. Following the natural tendency of Greek thought, and the powerful attraction of cosmic philosophy, an effort was speedily made to generalise and connect these partial defini378tions until they grew into a system of universal classification. It was when, under the influence of a new analysis, this system threatened to fall to pieces, that a rudimentary doctrine of judgment first made its appearance. The structure of a grammatical sentence was used to explain how objective ideas could, in a manner, overlap and adhere to one another. Hence propositions, which, as the expression of general truths, were destined to become the beginning and end of thought, remained at first strictly subordinated to the individual concepts that they linked and reconciled."None of that with me," he growled. "Do you know who I am, Countess Lalage? I am Leon Lagage, Count of the Holy Roman Empire, and your husband. Incomparable woman, you cannot alter that fact. For better or worse, for richer or poorer, till death do us part!"

"Can you tell me the name of the paper?" he asked.CHAPTER XIX. STOLEN!

Labourers were called up to assist in reinforcing the conquered forts on the left bank of the Meuse, the forts which by and by might be used to shell their fellow-countrymen, in case the Germans should be forced to retire. Nobody will have offered himself for this work voluntarily, the less so as the proclamation wound up as follows:Prout remarked that Charlton was better. Fortunately no great damage had been done. He was suffering from some loss of blood, but in a day or two the patient would be able to give evidence. There would be enough sensation for the papers tomorrow.

I would have you consider that he who appears to you to be the worst of those who have been brought up in laws and humanities would appear to be a just man and a master of justice if he were to be compared with men who had no education, or courts of justice, or laws, or any restraints upon them which compelled them to practise virtuewith the savages, for example, whom the poet Pherecrates exhibited on the stage at the last years Lenaean festival. If you were living among men such as the man-haters in his chorus, you would be only too glad to meet with Eurybates and Phrynondas, and you would sorrowfully long to revisit the rascality of this part of the world.68
